so I downloaded the csv from opencellid for my mcc, 310. It's 450k rows x like 11 columns. I don't have the cpu to do anything with it. I need to filter by a value like latitude -90 and west can be excluded. What's the best tool for this? Onlyoffice laughs at it, libreoffice is ass, any other options?
